Use books you already have (in English) and simply translate them into the target language!
I wrote translations on the books for better fluency when reading. You can also choose to print out the translations and gluing them to the book. I like to use easy picture books or board books.
Why?
Because foreign language books can be expensive and hard to find, why not use what you already have!

The Internet
I love the Internet for free resources. I use Youtube to search for native language cartoons that my children can watch. This is a great way to expose children to others speaking the language. Videos also provide a great way to learn new vocabulary. Children hear the word and see it applied in its context. By making this hearing/seeing association, they are more likely to remember the words.
A lot of foreign television networks also offer video episodes online. For example, RAI (the Italian equivalent to PBS) offers entire episodes of children's cartoons. I try to look for educational ones or ones that are meant for younger children. These cartoons use simple vocabulary that is appropriate for young children or beginner learners.
There are also many website that offer free printable worksheets in various languages. I use search engines to find them.

If you decide to go with a language course, see if you can find some at your local library. I've found several books and multimedia that have helped me plan out the progression of lessons and what materials to include.

If you are trying to do this on your own, without the help of expensive resources, it's important that you know the language well. Speak to your child in the target language ALL the time. I know some parents are embarrassed to speak another language in public, don't be! One of the biggest issues for teaching a second language to your child is the fact that your child may choose not to speak the language because it is not necessary. If the child realizes that in order to speak to you, he or she must use the target language, he or she will begin using it. You can ease your child through this process by parallel speaking (say a phrase in the target language, then repeat in the dominant language) initially. Then speak to the child solely in the target language. Initially your child may choose to respond in the dominant language or mix the languages. Make sure and correct your child and have him or her repeat the correct way. Most importantly make learning fun and not a chore.
